THE ORGANIZATION
Sindh Infrastructure Development Company Limited (SIDCL), an entity of Ministry of Planning, Development & Special Initiatives, and Government of Pakistan intends to hire a suitable candidate for position of Chief Executive Officer. SIDCL is a public sector company established under the Companies Act, 2017. It is based in Karachi to carry out the Business of Infrastructure Development, Expansion and Improvement in line with Government Policy for Planning, Designing, Implementing, Constructing and Executing Infrastructure Development Projects in Karachi and Adjoining Areas. Its mission is to manage the overall implementation of the Federal Government's initiatives and projects in the province of Sindh.
THE POSITION PROFILE
We are seeking an individual with demonstrated track record of leadership and delivering on commitments with responsibilities for planning, organizing, directing, executing, monitoring and staffing of SIDCL under the direction and oversight of the Board of Directors (BOD). Specifically, the ideal candidate should possess:
- Demonstrated experience of providing vision, leading and managing multiple teams of top professionals and delivering concrete and measurable results in a demanding corporate environment;
- Demonstrated experience of evaluating and applying emerging technologies to transform businesses and deliver sustainable competitive advantage;
- Strong and proven past experience of large scale project management and supervision;
- Good interpersonal and communication skills (written, oral and listening) along with being a team builder.
THE POSITION REQUIREMENTS
- At least Master's degree or equivalent (16 years of post-matriculation certified education) in Business Administration, Finance, Engineering from a HEC Recognised University. Foreign credentials will be given additional weightage.
- 14 years-professional experience in the relevant field, with at least 10 years at a senior management level.
- Candidates having successfully served Public Sector Entities / Corporations as CEO/MD will be preferred.
- Strong knowledge of government laws, rules, policies related to project management, public procurement, and public financial management is mandatory.
COMPENSATION
- Market-based pay package and facilities will be offered to selected candidate commensurate with their experience.
NOTES
- Only eligible/ shortlisted candidates will be called for interview. No TA/DA will be admissible for interview purpose;
- Civil servants meeting the aforesaid criteria may also apply, subject to pre-requisite NOCs upon selection from parent Ministry and/or Establishment Division;

RESPONSIBILITIES & SKILLS:
- The Chief Executive Officer will report to the Board of Directors;

- Candidate must possess efficient management and team building experience; and have excellent communication and interpersonal skills.
QUALIFICATION & EXPERIENCE:
- The candidate must possess Bachelor's Degree in Electrical Engineering with a Master's Degree in Engineering or Business I Public Administration or Management or Economics or Finance on the closing date from a university recognized by the Higher Education Commission.
- The candidate must possess at least 20 years' experience including at least 10 years working in Power Sector with at least 03 years in senior management positions.
REMUNERATION & TENURE:
- The candidate on selection shall be entitled to the Pay & Allowances as admissible to MP I Scale (at the initial stage). Hiring shall not be under MP Scale policy. MP-I scale mentioned above is for indicative purpose only.
- The contract will be awarded initially for a period of three (03) years with annual performance evaluation to be conducted by the Board of Directors HESCO.
OTHER CONDITIONS:
- The prospective candidate must comply with the Fit and Proper Criteria as given in the Public Sector Companies (Appointment of Chief Executive) Guidelines. 2015.
- The prospective candidate must be a Pakistani citizen.
